I have an 800 watt car adapter that converts 12 volt DC into 115 volts AC.?
I recently got a 4'x4' solar panel. So my question is can I hook my voltage adapter to the solar panel and get 115 AC to run a large fan on my patio to keep the bugs away?

That panel isn't much, likely 20W at most. The fan will draw a few hundred watts, if not more. The Inverter will lose 5% or so. You at least need a 120Ah battery for the panel to charge, and a days charge with that panel might give you 150Wh charging at best. Use that to power some CFL bug-light bulbs (the yellow ones), and a plain white one away from the patio. If you want to run your fan, run it from utility AC, or get a more siginificant solar panel setup that can adequately power your fan.
