You'd want to stay within the border. The page itself should be 11" x 17". Then there should be two borders printed on the page. The outside border 15 ¾ x 10 3/8 would represent the actual comic page itself and the smaller 9 x 13 ¾ safe dotted border area is where the actual art should go. Ka-Blam is a print-on-demand service so I'm not sure about the ability to print "full-bleed". You'd probably want to play it safe and stay within the inside border.
