I would not use an evaporative cooler in Orange County because the weather is not dry enough (my opinion), this type cooler works best in dry desert areas where it is hot and dry. If you use this type of cooler in Orange County it will cool the room, but it will feel humid and not very comfortable.

All systems are tested by the ARI which is a national certified company that makes sure that the things the companys say about their units are true. now when units are built they build them to ARI conditions or standards. the standards are different for each state and or region because the wheater is different depending on where you live. so this means that a unit made for Georgia will not work the same way and as good when placed in New York. So you need a system that was made for the conditions that you live in. For Georgia the ARI conditions are 95 outside and 80 inside with 70 percent humidity. for different places different conditions apply. but all systems work the same way in principle so you take a unit from georgia to new york and it will work but not as well as it would in georgia
