your filter is either dirty or your refrigerant is low, one you can fix the other you cant.

an air conditioner is supposed to cycle. the compressor come on for a minute or two and the shut off for a while. the ice would normally melt in the off cycles. it appears that your compressor is running continuously. you will need to either manually shut the AC off every few minutes, or turn the thermostat UP to a warmer setting. Continuous running is also a symptom of low refrigerant level, you should have your system checked for leaks.
